Position Summary
As head of the Department of Human Resources, the Assistant Vice President of Human Resources (AVPHR) is the principal administrator of the university's human resource programs and practices. This senior position reports to and takes direction from the Vice President of Human Resources (VPHR), working in close association with the Senior Staff of the university to deliver contemporary, proactive and effective employment policies, procedures and practices on behalf of the university.

Essential Functions
The Assistant Vice President of Human Resources is an essential university position with significant, fully accountable, supervisory leadership attributes, expected to deliver substantive operational and procedural depth, breadth and professional acumen to that division of the university. Fully in charge of operations, this position is responsible for the development, delivery and maintenance of university human resources in all aspects of a research university employment culture. To this end, the following specific functions are the primary domain of the AVPHR:

Supervision of Human Resources Professional Staff: The AVPHR is the formal liaison between the services delivered by the professional staff of the Department of Human Resources (HR) and the university community. This necessitates a complete command of the disciplines comprising HR. The person filling this role must be proactive, visionary, substantively acute and possess exemplary supervisory leadership skills essential to the success of HR and the university's investment in this position.

Delivery of Employment Centered Vision: The AVPHR must plan, influence, implement and audit all employment programs in furtherance of the desired, directed and expected employment outcomes for the universities many varied components. This operational function must be delivered with clarity and collegiality, ensuring informed decision making processes. The AVPHR will have full accountability for managing the HR budget which should produce accurate delivery of all HR services, and ensure all aspects of the delivery of a comprehensive program.

Labor and Employment Regulations and Practices Collaboration and Coordination: This function is critical to delivery of the desired university employment culture, as the university is highly regulated and unionized, necessitating the establishment and maintenance of appropriate substantive collaborations; chiefly with the Office of Legal and Employment Affairs, and the Office of Compliance and Community Relations. Realistic, viable context for Human Resource program delivery must be maintained and presented with symmetry to established, controlling policy, regulations and laws affecting employment and employee practices.

Administration of Human Resources Deliverables: The AVPHR is the responsible party for effective administration of all programs, practices and services entrusted to Human Resources including but not limited to the following: Labor contract negotiations; HRIS development, maintenance, amendment and operation; employment processing; labor distribution and position classification; professional employee education, training and development; contemporary records maintenance and administration; the AVPHR is the principal point of accountability.

Additional Functions

A terminal degree in one of the disciplines set out above as well as ten or more years in active, central, corporate human resources practice, at least five of which have been in a unionized, public institution of higher education, is strongly preferred.

Position Summary
Plan, organize and implement Aircraft Product Support and Services (APS&S) Business Development activities to position programs for successful capture. Conduct routine interfaces with customer counterparts in OSD, OPNAV, NAVAIR, and the Fleet user communities and continue to promote product awareness through routine interfaces and user community events. Contribute to sector and corporate trade show planning with themes and message content that advance APS&S objectives, Coordinate all product marketing material (brochures, videos, CDs, etc.), including concept generation, message format and content, and product material dissemination.

Work with the US Navy customer in the use of refurbished USN AEW aircraft, with increasing emphasis on expanded mission roles and capabilities tied to related advanced technological spin offs. Have the requisite expertise to explore alternate platform applications of the AEW Aircraft suite in the pursuit of new customers with the requirement for a jet aircraft solution. The successful candidate must have significant international, business development and program management experience in defense systems, Theater Missile Defense and Battlefield Management arenas. Past experience should include developing strategies and tactics for international customers, new countries and regions with emphasis on the Far East and European Regions.

The Precision Attack and Surveillance Systems (PASS) program executive office is seeking a general management professional who will report to the Vice President, Precision Attack and Surveillance Systems and be responsible for financial and schedule performance, planning, and customer satisfaction within cost limitations and established standards.

Key to this business area located in El Segundo, California are development programs, early production, and mature production and support. Initially, the program staff will number between 10-15 associates, with 100+ matrix reports.

The ideal candidate will be experienced in Electro-Optical systems and technology with demonstrated general management expertise. The individual will provide leadership by establishing a clear business process discipline and mentoring staff members, while focusing on career growth development. He/She will be a decisive manager possessing a strategic focus, as well as an operational implementation and detail-oriented perspective, with the ability to provide vision and leadership to the organization. The successful candidate will have an engineering background, with experiences in surveillance in special operations with FLIR systems and transitioning programs into production. The individual will have deployed strong business capture skills within the defense industry, as well as a background in managing winning proposals to grow the business.

Demonstrated leadership capability in a position as a manager or deputy manager of a program of similar class is required. Successful experience in managing a program office with the following functions is essential: systems engineering, design, manufacturing, software, integration and test, supply chain management, quality, subcontract-management, risk management, business management, baseline management and change control, data management, business development and security. Prior experience in managing a program office with the following functions is highly desirable: IT, legal, administration, special security and R6 Sigma.

The candidate will possess effective oral and written communication skills, sound reasoning and judgment, and excellent interpersonal proficiency. The individual will be skilled at deploying a fact-based decision-making methodology and building/leading a multi-disciplined team of highly skilled professionals. He/She will be highly competent in managing customer, associate, teaming and executive relationships.

An advanced knowledge of business and financial aspects of a program within a corporate environment is required, along with a fluency in the use of management information systems and metrics to monitor and control program activities and deliverables.

Candidates should possess an undergraduate degree in engineering. An advanced degree is not required but would be a definite plus.

Reporting to the business unit leader of the Precision Attack and Surveillance Systems (PASS) program organization, this critical talent will have ownership and leadership of the resources necessary to operate autonomously as the local site manager and be able to represent the VP. This leader will also work to strengthen the geographic working relationship between PASS and Space and Airborne Systems (SAS) headquarters.
